There is no such thing as a private beach in Mexico - Beaches are federal property
Foreigners can own property in Mexico—even at the beach. But no -one, whether foreign or Mexican, can own the beach proper.
Under Mexican Law, beaches are federal—read public—property. There are some exceptions, for example, beaches reserved for use by the military.
This doesn’t stop some hotels from boasting a ‘private beach’, or certain owners attempting to ‘fence off’ a piece of beach adjacent to their ocean-front property. Legally, no one can deny a person public access to a beach in Mexico.
Some beaches are inaccessible save by boat or by crossing private land that leads to them. This makes them secluded, but never legally private.
If you’re planning to buy a beachfront home in Mexico, remember that the land will be yours, but the beach, however ‘private’ it may look, will never legally be yours and you will not be able to prevent the public’s right of way on it.
